A Sao Paulo man has been charged for the death of a pediatrician in a car accident in Arden Hills last week.

Thirty-four-year-old Norman Darnell Toney (Norman Darnell Toney) was charged with criminal vehicle homicide and second-degree manslaughter.

A criminal complaint stated that at about 8:36 pm on November 9th, a Roseville police officer saw a dark car entering and exiting traffic at a high speed and aggressively. On Snelling Avenue, south of Interstate 694, the police officer activated the shift lights, but the driver of the sedan quickly drove away and turned off the vehicle's lights. The police officer could not see the car.

A few minutes later, the Ramsey County representative had a car accident at the intersection of Highway 96 West and Hamlin Avenue. The delegates discovered that the entire front end of the Toyota Camry had been cut off, the engine block hung on the passenger side of the car, and the driver of the car was ejected. The complaint stated that the victim is believed to have been wearing a seat belt, but was violently hit and the seat belt buckle broke, causing the victim to be ejected.

The victim was Daniel J. Schnobrich, 40, from Arden Hills. He was taken to the hospital but died a few hours later.

Then a deputy saw Tony running out of the intersection. The complaint stated that he was arrested and detained.

Witnesses told the representative that Tony came out of nowhere and seemed to be superior or affected in some way.

Authorities found a completely submerged brown Cadillac SRX in a nearby pond. The complaint stated that when it was pulled out of the pond, its speedometer stayed at 103 miles per hour, and a black shoe was found inside that matched the shoe found at the crash site. Tony did not wear shoes when he was arrested.

According to the search warrant, Tony received treatment for minor injuries and took blood samples.

A car dealer confirmed that they sold Cadillac to Tony about a month ago. The complaint stated that the company stated that Tony had prepaid $1,000 and was supposed to return it with the rest of the purchase price and insurance information, but he never did so.
